In the morning of the 9th April, ItaCham and EuroCham Chairman, Gabriele Faja, attended the offical launch ceremony of the Special Programme to Promote Investment in the Four Northeastern Provinces of Cambodia (SPIN).
Initiated by the Ministry of Economy and Finance through the General Department of Public-Private Partnerships, SPIN seeks to foster inclusive and sustainable economic growth in Kratie, Stung Treng, Ratanakiri, and Mondulkiri from 2025 to 2028. Focusing on high-potential sectors such as agriculture, agro-industry, and eco-tourism, SPIN offers substantial incentives, including up to 12 years of corporate income tax exemption, exemptions on VAT and customs duties, and streamlined procedures via a dedicated “One-Stop Service” working group. Investors who register as Qualified Investment Projects (QIPs) gain access to simplified licensing processes, advantageous tax policies, and direct facilitation from the government.
To further enhance these incentives, the programme provides access to affordable financing through the Agricultural and Rural Development Bank (ARDB) and the SME Bank of Cambodia, enabling businesses to secure working capital and investment loans on favorable terms. These financial mechanisms are designed to support agricultural production, value-added processing, and the growth of rural SMEs. With its blend of tax advantages, accessible financing, and administrative support, SPIN represents a unique opportunity for investors to implement impactful projects while contributing to the sustainable development of Cambodia’s northeastern provinces.
